In the series Naruto, a Hokage, often known as the village chief, is the title bestowed upon the strongest and the most senior ninja in The Hidden Leaf Village.

Why was the Hokage created in the first place?

1. Hashirama Senju
Hashirama Senju belonged to the Senju clan. For of his unparalleled ninja skills, he was regarded as the “God of Shinobi.”
Hashirama formed Konohagakure alongside his clan, Madara Uchiha, the Uchiha clan, of his nemesis and boyhood friend to bring about the shinobi world’s peace. Later on, he rose to become Konohagakure’s first Hokage.

4. Minato Namikaze
Minato Namikaze was Konohagakure’s fourth Hokage. He was famous across the world as Konoha’s Yellow Flash.
He perished during the attack of the Nine-Tailed Demon Fox, dedicating his life to sealing a piece of the Nine-Tails into his newborn son, Naruto Uzumaki.
Tsunade was a member of the Senju clan, however, she had ancestry from the Uzumaki clan as well.
Tsunade was a devoted medical-nin, who helped many people through her healing capabilities. However, due to the tragic death of her loved ones she abounded her life as a shinobi. Nevertheless, she was eventually convinced to return to the village and take on the role of the fifth Hokage.
6. Kakashi Hatake
Kakashi Hatake belonged to the Hatake clan. He’s a Jonin with a lot of fighting experience.
He’s among the most powerful shinobi in Hidden Leaf Village and is skilled with many different Jutsu such as Kamui and Fire Style. He’s known for his guidance and leadership.
He learned the concept of teamwork which he highly valued, along with the Sharingan, from his friend, Obito Uchiha. After the fourth Shinobi World War, He was established as the Hokage of Konoha.
7. Naruto Uzumaki
Naruto Uzumaki is a shinobi from the Uzumaki clan. He was made the jinchriki of the Nine-Tails on the day of his birth.
He endured a great deal of hardship as the Jinchuriki of the Fox. He was feared and hated by the villagers because they linked him with the Fox. However, He never lost hope and tried his best to win the confidence of the villagers

Who is the weakest of them after all?
Analyzing all the Hokage and their strengths along with their weaknesses, Kakashi Hatake and Tsunade Senju are Konohagakure’s weakest Hokage. In Naruto, Kakashi and Tsunade are quite similar in terms of power.
Their combat styles, however, are vastly different. While Tsunade is more of a juggernaut, Kakashi depends more on tactics in battle and is relatively calm and calculated while also not lacking in power. Both Kakashi Hatake and Tsunade Senju are undeniably strong Kage.
After losing his Sharingan, Kakashi became even stronger as a Kage, as seen in the Naruto light novels. Kakashi could battle for longer and use his chakra more effectively without the eye depleting his supplies. Furthermore, to become a more versatile combatant, he devised various devastating tactics including the Purple Electricity.
Tsunade Senju, on the other hand, became Hokage when she was fairly elderly and had passed her true potential. This was proved numerous times when her actual look became apparent after she used the mitotic regeneration Jutsu.
